Xiangfan State-level Hi-tech Industrial Development Zone Auto Park is established under the approval ofXiangfan Municipal Party Committee and Government with whole-set vehicles and auxiliary assembly parts as the principal. To develop and construct the Auto Park is, in the backdrop of cooperation of Dongfeng and Nissan, based on the guideline of “serving Dongfeng, developing Xiangfan”, aimed at cultivating new economic growth, a grave measure taken as well as well as an important breakthrough to realize the readjustment of Xiangfan’s economy, renovate systematic technology and regional economic development. Under the instruction of Xiangfan Municipal Party Committee and Government on the construction of the Park, in September, 2003, the development Zone Management Committee followed the standards of “environmental ecology orientation, architecture characterization, facilities serialization, functional modernization, inviting Shanghai TongJi Urban Planning and Designing Institute for site survey, site selection, formulating a controlled plan, and initiated the infrastructures construction of the Park in December, 2003.
The Auto Park is located in Xiangfan State-level Hi-tech industrial Zone; 4kilometers northeast of Xiangfan, Tianlai car assembly line, Dongfeng Comins Co., Peugeot Citroen Xiangfan Co. No2 vehicle trial field are so close, showing a clear advantage in location. Connecting Xiangjing Road (Xiangfan to Jingzhou), Hanshi Road(Wuhan to Henan Xingye), Fanwei road(Xiangfan to Henan Weiji), and 316 state road; two highways,Xiangjing(Xiangfan-Jingzhou) and Hanshi(Wuhan-Shiyan) conjunct just on the border of the Zone; three railways ,Jiaoliu, Handan, Xiangyu connect each other in the Zone. The connecting spot, Xiangbei station is one of 13 national grouping stations with perfect transportation conditions.
The Auto Park has a planned area of 5 square kilometers, area for phase 1 covering 1.5714 square kilometers (2357mu). 8 roads have been built with a total length of 18884 meters, forming a “three horizontal and 3 vertical” road layout; investment for auxiliary facilities including pipelines power, water, communication totals 110.6659 million Yuan.
In order to help the Zone quickly become a major conglomerate of auto parts manufacture and develop the industry into a new economic growth highlight. The Zone Ming committee is taking strong measures, one hand for infrastructures construction, the other hand for inviting merchants and investment. By now 12 projects have inhabited in the Zone (3 projects with investment over0. 1billion), planned total investment over1billion).
Xiangfan hi-tech Zone auto Park office (simply referred as Auto Park Office) was nominated in August 2005, originating from “the Auto Park Project Support Headquarter” and “Auto Park Management Committee”. The Auto Park is an important flank of “ one Zone and two Parks” structure of the newly merged Hi-tech Zone. The Auto Park is a county level units ,below which are comprehensive department, development and construction department and coordination service department.
The work of the Auto Park Office is related the new projects of the former Auto Economic Technical Development Zone. The coverage of infrastructures construction, management and maintenance is, Nissan industrial Park and Dongfeng Xiangfan base preserved land totaling 5 square kilometers planned by the former Auto Economic Technical Industrial Zone, which is west of No.3 road, north of Xingchen road, east of Mizhuang village committee, south of Zhougang village. Under the “three settlement” scheme of the Municipal Party Committee and Government and the spirit of No.22 document of Xiangfan Hi-tech Zone, the job responsibilities are; to take part in the evaluation of projects in the Zone, to offer opinions on the selection of projects’ site in the Park; to be responsible for the construction and management of infrastructures, maintenance of planned land, development and construction of all sorts of pipelines; be responsible for coordination of projects’ construction, coordinating and dealing with different administrative approval issues, offering comprehensive services; coordinating and supervising construction work startup and finishing of entering enterprises within the specified period; be responsible for relocation of farmers, compensation for land expropriation; be responsible for social security management,construction,management and maintenance of infrastructures coordinating construction work order and etc.
In the coming three to five years, the Auto Park shall be better constructed, better managed, better operated with more open ideas, excellent services and harmonious environments, is becoming a new ecologically industrial Park with modern outlook, and hi-tech characters, with comprehensive functions, auxiliary facilities, fast communication, convenient transportation, relatively independence, becoming the main conglomerate of Xiangfan auto industry, a window of opening up to the outside.
