Xiangfan Hi-tech Zone Hi-tech Industrial Park Office (simply referred as hi-tech Park) was nominated in August 2005, originating from Xiangfan Hi-tech Zone Changda Infrastructures Constructing Co., Xiangfan Hi-tech Zone Infrastructures Constructing Management Center and Xiangfan Hi-tech Zone Industrial Park Management Committee. The Hi-tech Industrial Park is an important flank of the “one Zone two Parks” structure of the new Hi-tech Zone after merging. The Hi-tech Park Office is a county-level unit approved by the Municipal Party Committee, below which are the comprehensive department, development and construction department and coordination service department. In March 2006, Xiangfan Hi-tech Zone Party Work Committee approved the establishment of No 6 Commerce Bureau, which is working with the Hi-tech Park Office, implementing the management system of one team, two nameplates.
The work scope of the Hi-tech Industrial Park Office is related to newly constructed projects within the jurisdiction of former Hi-tech Industrial Zone. Be responsible for construction, management and maintenance of infrastructures within 3 square kilometers planned by the former Hi-tech Industrial Zone, the area is, South of Drenching Road, West of Changhong North Road, East of Qiaoying East Road, North of Zhongyuan West Road. In accordance with “three decisions” scheme of the Municipal Party Committee and Government and the spirit of Xiangfan Hi-tech Zone No.22 document, its job responsibilities are; take part in the evaluation of projects Parked into the Park; offer opinions on the site selection of projects; take charge of infrastructures construction, management and maintenance of land planning within the area, development and construction of different sorts of pipelines; take charge of coordination of projects construction, coordinate to handle all administrative approval matters, provide whole course comprehensive service for enterprises; coordinate and supervise construction startup and finishing of enterprises entering the Park within the specified period of time; take charge of social security management within the Park, construction, management and maintenance of the infrastructures, coordinate construction work order ,and other comprehensive service and management work.
The Hi-tech Industrial Park is a hi-tech characterized, new-type, ecologically industrial Park with hi-tech industry as dominance, with the focus on development of astronautics and aeronautics, optical-mechanical-electrical integration, new materials. In accordance with the orientation of “one Zone two Parks” set by the Municipal Party Committee and Government, the Hi-tech Industrial Park focuses on the development of “headquarter economy”, concentrates placement of companies’ headquarters, research and development centers, military industry, electromechanical industry and high level business auxiliary facilities, support developing social intermediary service industry. It’s geological location is superior, transportation is convenient, four city roads surrounds. 600meters south of the Park is the city’s main road, Changhong North Road; 1.5-kilomter west is the city’s expressway, connecting each district; 1kilometer north is the city’s main road, only 4 kilometer away from Xiangjing super highway; the transportation is extremely convenient. Xiangfan Hi-tech Industrial Park plans to invest 0.3 billion on the infrastructures serialization covering 3 square kilometers within 3 years from 2004. The planned road extends 8337.9 meters, by February 2006, 7025.65 meters have been finished, and 1312.25meters are under construction. Three vertical and four horizontal within 1.2 square kilometers of the first phase development area (three vertical: Jingang Road, Hanjiang North Road, Zhouxian Road; four horizontal: Huaguang South Road, Circular Road, Dengcheng Road, Zhongyuan West Road) were near accomplishment, investment amount totals 0.07billion. In the Park, 2000 Mu of project-use land are available, 1072.47 Mu are actually supplied. Under the leadership the Park’s Party work Committee and management committee, 2 high-voltage lines have been transferred. Total investment is 3.45 million Yuan; planned refilled soil volume is 752080 cubic meters, 510587 cubic meters of soil have been refilled. 383 tombs have been moved, total cost is 0.134 million Yuan; 387 ancient tombs have been excavated; the length of Yellow Dragon Ditch is 7.5 kilometers, 5kilometers of which passes the Park affecting 8 enterprises. Nearly 10 million Yuan have been invested in planning land and Yellow Dragon Ditch’s improvement.
The next step is under the arrangement of the Zone Management Committee, the Park Office plans to make further improvement on the infrastructures, including greening an area of 44671.6 square meters, estimated investment amount 1.146 million Yuan; 616 road lamps, estimated investment amount 1.48 million Yuan; covering ground area of 80080 square meters with color tiles, estimated investment amount 4.546 million Yuan; investment on fire fighting facilities 0.432 million Yuan. The Hi-tech Park will provide excellent service to projects already seated in the Park, speed up the construction of the Park environment, endeavor to promote projects to shape into production scale as early as possible, to help the Park step on the benign circle development path. To create first class environment, improvement of hardware is not enough, more need to be focused on the soft environment. In one year, The Hi-tech Park will start form itself, be bolder, changes ideas, converts roles, deeply roots the concept of serving projects into mind, advocate the spirit of devotion and achievement. Meanwhile, focus on improving people’s qualities, the whole staff of the Park Office are requested to try to become insiders of serving projects, be friends to entrepreneurs, be image ambassadors of the Zone. The Park Office has solved 340 problems for projects, established and perfected a set of systems including project track service system, post responsibility system, project guarantee system, supervision routine meeting system and etc.
By the end of September 2006, 33projects have been set up in the Park, among which 6 projects are invested above 0.1billions, 19 above 50million, three industries have formed within the Park, they are involved in optical, mechanical and electrical integration (10 projects in the Park), new materials (7 projects), military to civil (5 projects). Planed total investment can reach 2.7 billions for projects in the Park, planned total standard workshop area is 0.36 million square meters, the annual output can reach 9.5billion Yuan, 1billion in tax. For now 5 projects have been put into production for Phase 1 in the Park, 21 projects are under construction, 18 will be put into production before June 30th, 2007, and 30 before December 31st, 2007.
The Hi-tech Incubation Park under construction on the east end of Zhuiri Road, is a state-level, invested over 50million Yuan directly by the Management Committee, the constructed area is 40000 square meters which can seat 200 small-medium sized enterprises. It will be a top class incubation Park and offer an excellent and complete-course service for the enterprises.
Auto seat angular regulator produced by Hubei Aviation Precision Machinery Technology Co.Ltd., oil instrument sensor produced by Xiangfan Taihe Electrical Co.Ltd, starting, speed regulating, compensation equipment for large-medium sized motors produced by Xiangfan Dali Industrial control Co.Ltd and Hubei Zhuiri Electrical Equipment Co.Ltd, and other hi-tech products have formed an optical, mechanical and electrical integration industry at a preliminary scale. Two makers of new materials, Hubei New Huguang information Materials Co.Ltd producing special optical glass, crystallized glass disk substrate technology of Xiangfan Guwang Synthetic Insulator Co.Ltd devoting to electrical insulating materials, have provided industrial support for production of new materials. Two military enterprises, with Aerospace Life-support Equipment Co.Ltd as the principal, producing life-saving projecting seats, civil airplane seats, auxiliary parts, have formed an astronautics and aeronautics industrial group with a leading position.
