——A dialogue with a member of Municipal People's Congress Chen Wanbo

      Mayor Li Xinhua made a report of government work of year 2009 not long ago. According to the report, Our city will greatly promote the development of Xiangfan Hi-tech Zone and accelerate the construction of industrial cluster. As the leader of our city's economy, how will Xiangfan Hi-tech Zone to be developed ? A reporter interviewed Chen Wanbo, the director of Xiangfan Hi-tech Zone, or a member of Municipal People's Congress.
      Chen said:“in this year, the Zone will take the building of 100 billion national hi-tech zone as the main goal.” According to Chen, the Zone's economic indicators should be all above the national average levels. To accomplish this goal, new breakthrough must be made in six aspects:
      ——Innovating the investment attraction mechanism. New investment attraction offices must be set up in North America, Western Europe, Hong Kong, Japan, Korea and other countries. We must strive to introduce a number of large enterprises from abroad.
      ——Consolidating and strengthening the pillar industries. The local authorities will continue to offer strong support for Dongfeng, especially in the following aspects: DFAC's goal of 300 thousand vehicles; Dongfan Aeolus' expansion project; Dana Axle's development planning and Dongfeng's special vehicle project.
      ——Improving the Zone's management level. We will strengthen the accountability of project construction to enhance the quality of infrastructure construction.
      ——New breakthroughs must be achieved in technological innovation to increase the enterprise's core competitiveness. We would help enterprises to improve their independent innovation capacity and establish the venture capital guiding fund to help hi-tech SMEs to carry out scientific and technological innovation.
      ——Strengthening the construction of capital market. Five enterprises is expected to enter the period of restructuring and listing guidance. The credit scale in 2010 should reach 2 billion yuan.
      ——Promoting the mechanism innovationin of the institutional system to achieve new breakthroughs. (by Chen Li)
